There's one safe DIY tool: a roof rake used from the ground to pull snow off the lower few feet of roof before it melts and refreezes. That's prevention, not removal. Once an ice dam has actually formed, low-pressure steam is the only method that takes it off without damaging the roof — and that's a job for equipment most homeowners don't have.
